when people kill it is a way of saying "the pervading government is not in power over my personal life and scope". Ironically these answer to the government for their deeds. This proving a single sovereign can not stand alone against the ignorant or conditioned masses.
There is no power struggle outside an attempted power grab. Stop following any exo power system and you will clearly see and experience the peace that has always remained outside any ambition.
